U.S. Representative from Delaware, 1983-1992. Born in Beckley, West Virginia, 1947. Graduated from Ohio State University in 1968 with a bachelor of arts in economics. Served as a flight officer in the U.S. Navy, 1968-1973. Attended the University of Delaware earning a master's degree in business administration in 1975.
